Jose Melendez-Perez was working with immigration when he encountered Mohamed al-Qahtani. He was suspicious and did not allow him to enter the country. Later, it was learned that al-Qahtani was supposed to be the fifth hijacker on Flight 93, and his absence may have allowed the passengers on that flight to successfully overcome the hijackers.
